| Bernard J. McGovern
has been in the property and liability insurance
business since 1965. From 1965 to 1999, he was
a consultant with a risk management and insurance
consulting firm, located in Baltimore, MD and
of which he was President, Treasurer and Chairman
of the Board for fifteen years. Mr. McGovern retired
from that firm in February, 1999 and joined another
consulting firm in Jenkintown, PA in March, 1999
until November, 2000. Those firms have acted and
do act as consultants to businesses on the U.S.
mainland, in Puerto Rico and internationally,
as well as to eleemosynary institutions and the
public sector, in matters of risk management and
insurance.
From 1978 to 1998, Mr. McGovern was the sole presenter
of two and one half day seminars, which were given four
times a year, twice in the East and twice in the West,
which dealt with all aspects of property and liability
risk management and insurance, and qualified as continuing
education credits for attorneys, insurance brokers and
agents. These seminars commenced again in 2001.
As a property and liability risk management and insurance
consultant, Mr. McGovern represented all types of insurance
buyers, from small 'Mom and Pop' shops to Fortune 500
companies to large municipalities, as well as not-for-profit
organizations. Mr. McGovern was involved in the identification
and analysis of his clients' property and liability
insurable exposures, drafting specifications, evaluating
proposals, analyzing insurance policies as well as contractual
assumptions of loss and transfers of liability, etc.
Mr. McGovern had interactions with insurance agents
and brokers, attorneys and insurance company personnel,
as well as with regulatory authorities.
While functioning as a risk management and insurance
consultant for literally hundreds of clients, one of
Mr. McGovern's prime activities was that of insurance
policy interpretation. In drafting specifications, one
of Mr. McGovern's major responsibilities was to delineate
the services that agents should, at a minimum, be providing
to his clients (their insureds) as well as the coverages
needed.
These extensive and diverse activities in the insurance
world have caused Mr. McGovern to be continually
intimate with the insurance industry and very
familiar with its customs and practices, history,
insurance policies of all types, services to
be provided by the insurance company and agent
to their insureds, and claims matters. In addition,
Mr. McGovern has had the honor of being recognized
by his peers and allowed to serve as President
of the Society of Risk Management Consultants,
the preeminent society of risk consultants in
the world.
From March, 1999 to the present, Mr. McGovern's
principal professional activity has been litigation
support consulting and expert witness work.
The clients by which he has been engaged represented,
and do represent, a broad spectrum of the property
and liability insurance world, including insurance
companies as well as policyholders. The sole
criterion for his working on a case is that
he believes the side he represents is correct,
be that side a buyer or a supplier of insurance.
